With the upcoming implementation of the Mandatory Reporting Regime (MRR), professionals working with children must strengthen their awareness and capacity to safeguard child safety. Save the Children Hong Kong will host the “Child Protection Conference” on 6 September 2025, Saturday, at the Hong Kong Science Park InnoCentre, Kowloon Tong.
This conference offers a dynamic platform for participants to exchange insights, engage with cross-sector professionals, and hear directly from children about their perspectives on safety. It is designed to foster learning, collaboration, and the development of practical skills.

Opening Speech
Kalina Tsang
CEO, Save the Children Hong Kong
With over 30 years in the non-profit sector, Ms. Kalina Tsang is a seasoned social worker. Ms. Tsang is committed to leading the organisation towards excellence in humanitarian aid, child protection, health, and education by engaging various stakeholders to create a brighter future for children in need.
Ms. Tsang previously served as the Director General of an international charity organisation, leading numerous initiatives spanning poverty alleviation and development projects, policy research and advocacy campaigns, global citizenship education, and humanitarian relief efforts in Hong Kong, Macau, Taiwan, and Mainland China. She is also recogniaed for her pioneering work in ESG research and advocacy, focusing on supporting disadvantaged communities.
Ms. Tsang holds a Master of Public Administration degree from Harvard University and a Bachelor of Social Sciences degree in Social Work from the Chinese University of Hong Kong.

Kanie is an accomplished fundraiser, marketer, and administrator with over 25 years’ experience in the international charity sector. Mrs Lui is a dedicated child advocate with a commitment to protecting children’s rights and welfare. She served as a member of the Hong Kong Commission on Children and Chairperson of the Hong Kong Committee on Children’s Rights. She was Director at Against Child Abuse, where she worked to combat child abuse and promote awareness.

Dr Cheung is Chairperson of Against Child Abuse, and has served in many committees – Committee on Child Abuse, Child Death Review Panel, Review Panel of the SWD Handling Guide, Steering Committee on NGO Governance, and Convenor of Medical Coordinators on Child Abuse of the Hospital Authority.

Founder and Board Chairperson of TALK Hong Kong, Taura leads efforts to prevent child sexual abuse and support survivors. Taura’s work has advanced awareness, evidence-based responses, and systemic change. Through groundbreaking research, community education, and survivor empowerment, Taura’s work plays a pivotal role in protecting children across Hong Kong.

Andy Chan is a Supervisor at The Hong Kong Federation of Youth Groups, passionate about youth online counselling and media education. With 17 years of experience, he leads the “uTouch” cyber youth outreach service addressing youth cyber wellness. His work with Jockey Club “Open Up” platform has earned multiple Best Practice Awards in 2023.
Fong Po Kiu, Francis
Chairman of Hong Kong Association of Interactive Marketing
Mr. Fong Po Kiu, Francis has been working in ICT Industry for over 20 years. He has founded multiple organizations and provided professional advice as a committee member for various non-profit organizations. 1A. Understanding the Significance of Reporting and Procedures Through the Lens of CSA Survivors (Cantonese)
Reporting sexual abuse hinges on survivors disclosing and cooperating. This session explores child sexual abuse survivors’ experiences in and out of systems, helping professionals approach survivors’ true needs carefully and without assumptions.
Hong Kong’s first sexual violence crisis centre, RainLily provides free immediate crisis intervention, medico-legal procedures support, counselling, legal consultation, and other follow-up assistance to female victim-survivors that are 14 or above. Currently, RainLily provides in-depth support and ongoing follow-ups to over 400 victim-survivors every year.
1B. Strengthening Child Safeguarding Through Leadership (English)
Effective leadership is key to building a strong child safeguarding culture. This session provides organisational leaders with essential principles and practical strategies to create safer environments for children. We’ll explore how culture impacts child-safety, safeguarding responsibilities, and strategies for fostering a safeguarding mindset across teams. Through interactive discussion and best practice sharing, participants will gain the tools needed to lead and sustain a child safe culture.
Save the Children Hong Kong’s Child Safeguarding Service helps child-facing organisations across Hong Kong to protect the children they engage with. Since 2019, our Service has supported over 1,800 participants from more than 200 organisations, including NGOs, schools, education centres, activity and sports clubs, and more.

1D. Positive Communication with Children (Cantonese)
“Positive Communication” plays a vital role in creating a safe and nurturing environment for children to grow, while also ensuring their voices are heard. This workshop will share practical experiences and insights from Save the Children Hong Kong’s various domestic projects, including child protection education programmes and social-emotional learning initiatives, in exploring Positive Communication.
Since 2018, the Hong Kong Program team of Save the Children Hong Kong has been implementing the “Heart-to-heart” Child Protection education programme. Through parallel parent-child groups, it equips caregivers with positive parenting skills while enhancing children’s ability to identify violence and protect themselves. Additionally, since 2022, the team has launched various social-emotional learning initiatives to improve children’s wellbeing.

2A. Supporting Children Experiencing Harm (Cantonese)
The workshop aims to provide practical knowledge and intervention skills for professionals working with children. Through sharing experiences from ACA Child Protection Hotline, Investigations of suspected child abuse cases, and case counselling, we will explore techniques for identifying abuse, conducting crisis assessments, and implementing intervention strategies. Participants will learn how to effectively support children facing harm, fostering a collaborative approach to safeguarding vulnerable individuals in our communities.
2B. Awareness to Action: Preventing Child Sexual Abuse (English)
Taura Edgar from TALK Hong Kong, an incest survivor, will lead participants in learning what’s really going on for kids in Hong Kong – how prevalent is child sexual abuse, why they don’t report, and what you can do to change that. The session will also focus on practical strategies to minimize opportunities for abuse in real-life scenarios, leaving participants equipped with actionable steps for effective prevention. Taura will also be on hand to answer any questions on her own experience and anecdotal sharing from the 100s of survivors she has worked with in Hong Kong.
2C. Navigating Cyberbullying: Strategies and Collaboration for Youth Safety (Cantonese)
Explore effective strategies to combat cyberbullying in this interactive session. Learn from real-world examples and expert insights on fostering safe online environments for youth. Discover the critical role of cross-sector collaboration in addressing cyberbullying and enhancing child protection. This session will equip you with practical tools and knowledge to support young people in navigating online challenges, ensuring their safety and well-being in digital environment.
HKFYG uTouch Cyber Youth Outreach Service, funded by Social Welfare Department, provides online counseling and support for youth aged 6-24 through uTouch Portal and WhatsApp. Social workers conduct digital outreach across platforms, offering online-to-offline support activities, cyberbullying intervention, and online relationship guidance to promote digital wellness.
2D. Internal Organisation Reporting of Child-Safety Concerns (Cantonese)
Reporting child-safety incidents is a critical topic these days. In fact, any kind of child-safety concerns and risks within an organisation should be reported. This workshop will explore the importance of having an internal reporting system, enhance participants’ knowledge and awareness of reporting child-safety concerns, and provide practical experience on writing an internal child-safety report – helping participants feel more confident in reporting any child-safety concerns to their organisation.
